“Deklarasi Solidaritas dari Timor-Leste yang amat dibacakan pada konferénsia (HUT)) AMP di Bandung tanggal 30 Mei 2013”

Salam Solidaritas!

Sebelum menyampaikan pesan perjuangan rakyat Timor-Leste kepada para hadirin di konferénsia (HUT) ini terlebih dahulu kami mengucapkan selamat pejuangan dan memeluk serat-eratnya rakyat Papua Barat dan hadirin di konferénsia (HUT) ini sekalian.Walaupun kami jauh dari bangsa Papua, namun perasaan ikut menderita pada rakyat Papua Barat adalah lebih mendalam.

Perjuangan bangsa Papua tidak begitu jauh berbeda dengan perlawanan rakyat Timor-Leste karena penjajah dan model perlawanan yang sama.Tetapi ada juga perbedaan strategis: Isu Timor-Leste tidak pernah dikeluarkan dari agenda DewanKeamanan PBB, dan perjuanganTimor-leste berbasis pada tiga front yang kuat yaitu front klandestine, armada dan diplomatik. Isu Papua merdeka sampai sekarang belum reagenda di DewanKeamanan PBB, persatuan komando untuk pembebasan nasional Papua belum tercapai seutuhnya, dan front klandestine juga belum mencapai struktur perjuangan yang efektif.

Di Timor-Leste cukup banyak organisasi pemuda dan mahasiswa yang memperjuankan kemerdekaannya, seperti Renetil di Indonesia, dewanSolidaritas di Timor-Timur, Sagrada Família, Ojetil dan organisasi klandestine lainnya. Namun kami semua dalam satu komando yaitu Komandante em Xefe Kay-Rala Xanana Gusmão; dialah sebagai pemimpin pemersatu pada semua kaum yang ingin merdeka. Sejarah perlawanan rakyat Maubere (kaum tertindas) mengalami proses perubahanyang sangat signifikan, namun belum saatnya yang momentum untuk ceritakan semuanya pada kawan-kawan pejuang Papua merdeka.

Kami berharap dengan konferénsia (HUT) AMP ini berawal dari persatuan dan kesatuan demi pembebasan dan pedamain sejati di negerimu yang kini menjadi perhatian semua umat manusia di belahan dunia. Kawan-kawan pejuang Papua merdeka diminta agar harus bekerja keras lagi demi memperkuat jaringan klandestine, diplomat dan armada, tanpa melupakan gereja untuk umanisasi dalam perjuangan. Ada beberapa slogan yang kawan-kawan Papua semestinya belajar: “ Mempersatukan musuh-musuh kecil untuk memenangkan musuhbesar ” dan“ Perang bermula dari kota akan berahkir di kota”. Artinyasemua orang Papua Barat harus disatukan dalam perjuangan dan harus menang di tingkat diplomatik supaya adanya referendum.

Untuk kawan-kawan Solidaritas dari bangsa lain yang hadir dalam konferénsia ini kami sangat berharap masalah Papua Barat buka hanya milik anak-anak Papua namun sebagai tugas dan amanat umat manusia di dunia termasuk keprihatinan kita semua yang dinamakan “Solidaritas Internasional”.

Kepada semuan egara yang berkepentingan di tanah Papua sesegara mungkin mengevaluasi keegoisan kalian termasuk Republik Indonesia, kami minta keluar dari tanah Papua sekarang juga untuk memungkinkan anak-anak Papua mendirikan negaranya sendiri sebagai sebuah negara daulat.

Untuk PBB, harus mengambil langka-langka efektif untuk menyelesaikan kasuspelangaran HAM termasuk hak penentuan nasib sendiri. Seharusnya PBB mejalankan kewajibannya secara jujur dan tidak terpengaruhi oleh kekuatan apapun.

" TARIK MILITER (TNI-POLRI) DARI SELURUH TANAH PAPUA "

Kekerasan dan Pelanggaran HAM yang dilakukan oleh Aparat Milier Indonesia terus berlanjut hingga saat ini, seperti yang diberiakan lewat media online, media elektronik, maupun cetak bahwa di Papua saat ini sedang marak terjadi penembakan – penembakan misterius oleh orang – orang yang tidak dikenal, namun menurut kami teror berupa penembakan – penembakan yang terjadi di beberapa daerah di Papua itu memang sengaja di lakukan oleh Aparat Militer Indonesia ( TNI / POLRI ) yang berada di Papua.

Sejak dua bulan terakhir ( Mei – Juni 2012 ) ini saja tercatat berbagai kasus kekerasan berupa penembakan oleh Aparat Militer Indonesia terhadap Rakyat Papua yang menelan puluhan korban meninggal dan luka – luka, beberapa kasus penembakan yang di lakukan oleh Aparat Militer Indonesia dalam dua bulan terakhir ini diantaranya : 1) Penembakan yang dilakukan oleh TNI terhadap 1 Orang massa KNPB pada tanggal 1 Mei 2012, korban ditembak setelah ia bersama rekan – rekannya pulang seusai mengikuti aksi demo Hari Anegsasi di Jayapura, 2) Penembakan yang dilakukan oleh Polisi terhadap 5 Rakyat Papua di daerah Penambangan Liar Degeuwo, 4 orang kritis dan 1 meninggal dunia, penembakan terhadap 5 warga Papua di Degeuwo ini dilakukan oleh aparat Kepolisiaan untuk melindungi Penambangan Liar yang ada di sana, 3) Penembakan yang dilakukan oleh TNI dan Polisi terhadap massa Aksi KNPB ketika hendak melakukan Aksi Demo di Jayapura ( Sentani ) pada tanggal 4 juni 2012, dalam kasus ini terdapat 2 orang korban meninggal dunia, belasan lainnya luka – lukan dan puluhan orang lainnya di tahan oleh Polisi, 4) Penyerbuan dan penembakan yang dilakukan oleh TNI Batalion 756 Wamena terhadap masyarakat di kampung Honelama, Wamena, Jayawijaya - Papua pada tanggal 6 juni 2012, dalam kasus penyerbuan dan penembakan yang dilakukan TNI ini terdapa 4 korban orang dewasa dan 1 orang anak kecil. Selain menembaki warga setempat, TNI pun melakukan pembakaran dan pengerusakan rumah – rumah warga setempat. Selain itu TNI pun melakukan penangkapan dan penahanan terhadap puluhan warga setempat, 5) Penembakan yang dilakukan oleh oknum Polisi terhadap seorang pemuda Papua bernama Teju Tabuni 17 tahun di Jayapura pada tanggal 7 Juni 2012, 6) Penembakan yang dilakukan oleh Polisi terhadap warga Papua di Serui, dalam kasus ini terdapat 1 orang meninggal dunia ditembak Polisi, selain itu polisi juga melakukan pembakaran rumah – rumah warga setempat. Selain beberapa kasus diatas, beberapa kasus teror yang sering terjadi di Papua belakangan ini, didalangi oleh Aparat Militer Indonesia yang sengaja ingin mengkambing hitamkan gerakan perlawanan yang dilakukan oleh Rakyat Papua. Dari beberapa bukti – bukti proyektil peluruh yang diambil dari tubuh korban penembakan sangat jelas menunjukan kalau pelaku teror di Papua selama ini adalah Militer Indonesia itu sendiri. 

Dengan melihat rentetan peristiwa kekerasan yang dilakukan oleh Aparat Militer Indonesia terhadap Rakyat Papua di Tanah Papua, maka kami Aliansi Mahasiswa Papua ( AMP ) Komite Kota Yogyakarta menuntut “ TARIK MILITER (TNI-POLRI) DARI SELURUH TANAH PAPUA ” dan menyatakan sikap : 

1.Tarik Militer (TNI-POLRI) Organik dan Non Organik dari Seluruh Tanah Papua 

2.Bubarkan Komando Teritorial serta, Batalion 753 Nabire dan Batalion 756 Wamena 

3.Tutup Penambangan Liar di Degeowoo dan Perusahaan-Perusahaan Asing di Seluruh Tanah Papua 

4.Buka Ruang Demokrasi Yang Seluas – luasnya di Tanah Papua 

Demikian pernyataan sikap Aliansi Mahasiswa Papua ( AMP ), kami menyerukan kepada seluruh Mahasiswa Papua untuk bersatu dan bersama-sama berjuang melawan segalah bentuk kekerasan dan penindasan yang terus di lakukan oleh Militer Indonesia terhadap Rakyat Papua.

Papuan Students National Commando Regiment (PSNCG) atau Komando Nasional Resimen Mahasiswa Papua (KNRMP) merupakan organisasi yang terbentuk dari embrio WPNLA danTentara Pelajar, dan corps mahasiswa di bawah piminan Aliansi Mahasiswa Papua (AMP) didirikan pada tanggal 30 Mei 1998 di Jl. Guntur Kawi, Manggarai, Jakarta Selatan. Organisasi ini lahir ditengah situasi represi Negara di Tanah Papua Barat, khususnya di Biak, yang kita kenal dengan Peristiwa Biak Berdarah. Ditengah situasi politik Indonesia yang mulai goyah akibat tekanan-tekanan politik dari gerakan prodemokrasi Indonesia terhadap regime Soeharto dan mulai menguatnya tuntutan Reformasi Politik bagi sebuah perubahan yang berkeadilan serta terbukanya ruang demokrasi.

Selama berdiri, AMP telah dua kali menyelenggarakan Kongres Nasional. Kongres I diselenggarakan di Kaliurang – Yogyakarta, November 2005. Lima tahun kemudian tepatnya Januari 2010 diselenggarakan Kongres II di Port Numbay – Papua dan menegaskan sikap dan pandangan organisasi sebagai organisasi massa mahasiswa yang terbuka tanpa memandang latar belakang pandangan, suku, agama, dan ras dan mendukung perjuangan untuk merebut hak – hak demokratik Rakyat Papua. Dari dasar itulah KNRMP dipersiapkan dan dibentuk sebagai pasukan untuk bertempur melawan musuh dan langsung terjun ke lapangan untuk mempertahankan Republic Of West Papua.

The Free Papua Movement (Bahasa: Organisasi Papua Merdeka, abbreviated OPM) is a nationalist organization established in 1965 to seek independence for Western New Guinea from Indonesia. The country was administered by Indonesia from 1962. And before that by the Dutch, as Netherlands New Guinea.

Although the Netherlands had insisted the West New Guinea people be allowed self-determination in accord with the United Nations charter and General Assembly Resolution 1514 (XV) which was to be called the "Act of Free Choice"; the New York Agreement instead provided a 7 year delay and gave the United Nations no authority to supervise the act. The transfer's legitimacy was not recognized by the Papuan population, the majority of whom continued civil disobedience by raising the West Papua Morning Star flag each year on the 1st December although this action was illegal under Indonesian law.

In October 1968, Nicolaas Jouwe, member of the New Guinea Council and of the National Committee elected by the Council in 1962, lobbied the United Nations claiming 30,000 Indonesian troops and thousands of Indonesian civil servants were repressing the Papuan population. According to US Ambassador Galbraith, the Indonesian Foreign Minister Adam Malik also believed the Indonesian military was the cause of problems in the territory and the number of troops should be reduced by at least half. Ambassador Galbraith further described the OPM to "represent an amorphous mass of anti-Indonesia sentiment" with "possibly 85 to 90 percent [of Papuans], are in sympathy with the Free Papua cause or at least intensely dislike Indonesians".

Exciting, untapped opportunities seen in the MSG region

The Fijian Government is convinced there are many other exciting opportunities that remain untapped within the Melanesian Spearhead Group (MSG) region.
This follows the successful Trade and Investment Mission to Papua New Guinea in April which was led by the Prime Minister Commodore Voreqe Bainimarama.
The Attorney-General and Minister for Industry and Trade, Aiyaz Sayed-Khaiyum, made these comments while opening the inaugural MSG Trade Ministers meeting in Nadi yesterday.
Besides Fiji, the one-day meeting at the Sofitel Fiji Resort and Spa on Denarau Island was attended by the Trade Ministers from Papua New Guinea and Vanuatu and the Solomon Islands High Commissioner to Fiji.
The meeting comes as the MSG leaders seek a more trade and economically-integrated region.
Mr Sayed-Khaiyum said: “We share a bold vision for a truly integrated Pacific, beginning with a truly integrated MSG.
“The vision is for a ‘common economic union’ and a ‘single common market’ with the free movement of goods, services, labour and capital. If we are willing to work together, this is the future.
“In Fiji, we believe that trade and economic co-operation form the foundation for prosperity and growth in the region.”

Intra-MSG trade progress
Mr Sayed-Khaiyum noted that historically, intra-MSG trade had been low.
“However, we have seen remarkable signs of progress over the last few years,” he said.
“It has been noted that between the periods 2005 to 2009, intra-MSG trade has increased substantially – with exports amongst the MSG rising by more than 300 per cent.
“Fiji’s total trade with the Pacific islands countries has increased from less than one per cent in 2000 to 4.5 per cent in 2010.
More than 40 per cent of this trade is now with the MSG countries. In 2012, Fiji-PNG trade alone was more than $23 million.”
Mr Sayed-Khaiyum is confident further boost in intra-MSG trade is expected in 2013 and 2014.
This, he said, comes with the removal of tariff barriers by Papua New Guinea last year and all of Vanuatu’s tariffs being reduced to zero this year.
“All told, we project significant growth in intra-MSG trade in 2013 and 2014,” he said.
Review of trade agreement
Mr Sayed-Khaiyum said one of the main tasks of this new forum was to review the MSG Trade Agreement.
“We must ensure that the new trade agreement builds on our achievements, and that is does not nullify the substantial progress that we have made as a sub-regional group,” he said.

Labour and mobility
MSG secretariat director Governance and Sustainable Development, Barbara Age, stressed the Group leaders endorsed greater economic integration between the countries.
She said this involved a long term a vision of closer economic relations including the possible creation of a common market for services and labour mobility.
Ms Age said the kava exports into Europe and Australia continues to feature in their trade meetings. Kava was banned for the European market since 2002.

Among those clinking glasses to celebrate 25^th anniversary of the Melanesian Spearhead Group (MSG) at the recent summit in Noumea were leaders of West Papua. For the first time the West Papuan issue was front and centre at this regional meeting, after decades of being ignored by the metropolitan powers and swept under the tapa mat by the Pacific Islands Forum and other regional organisations.

This year marks the 50^th anniversary of the Indonesian takeover of Dutch New Guinea, when Jakarta assumed control on the 1^st May 1963. Since then Church groups and NGOs estimate at least 200,000 people have perished in a low-intensity guerilla conflict as West Papuans have waged their struggle for independence while Indonesian settlers have now made Papuans a minority in their own land.

Now it looks like momentum is building for this territory to go back onto the UN decolonization list, just as Tahiti was recently re-admitted.

After submitting their application for membership, the West Papua National Coalition for Liberation (WPNCL) were initially disappointed following the announcement made at the Foreign Ministers meeting, as the MSG summit began, that the decision on their membership had been deferred. This followed a recommendation by Fiji and Indonesia that the decision on membership be made after a special visit by an MSG delegation to Jakarta and Jayapura within the next six months.

After decades of claiming West Papua was an internal domestic issue for Indonesia alone, it is clear that this is no longer the case. For the first time Indonesia has grasped that not only is this now a regional, and international issue, but that it is also one moving beyond Jakarta’s control. They sent a large delegation to Noumea, far more than any other nation – and for weeks before the summit Indonesia mounted a serious foreign policy blitz among Melanesian countries to try and influence the outcome. Bi-laterals with Fiji, a red-carpet state visit for the PNG government during the exact same dates as the MSG summit and behind the scenes maneuvering in Vanuatu to topple the pro-West Papua government of Prime Minister Moanna Carcassas Kalosil all hinted at the extent to which Indonesia attempted to shut down any MSG recognition for West Papua.

In the end they got a measure of victory in getting Fiji to convince the other MSG countries that membership be deferred until after a special visit to the province. Another victory for Jakarta was in persuading the PNG government of Peter O’Neill to lead a 100-plus delegation of government and business leaders to be wined and dined in Jakarta for exactly the same dates as the summit. This raised many eyebrows in Noumea.

Grand Chief Sir Michael Somare of PNG, who attended the summit as a Founding Father, was himself angry at PNG’s lack of representation to this important summit – not just at Peter O’Neill’s decision to choose Indonesia over Melanesia, but that no-one from the PNG delegation showed up for the closing ceremony at the Tjibaou cultural centre, after the deputy Prime Minister fell sick. At the closing ceremony, without PNG’s signature, other MSG leaders signed a joint document committing the MSG to further supporting the FLNKS in New Caledonia. In a significant shift in his own policy, Sir Michael said it was time to allow the West Papuans into the MSG family, something he opposed in the past.

Following the final plenary session held at the SPC (Secretariat for the Pacific Community) it became clear where the divisions lay within the MSG. PNG and Fiji affirmed Indonesian sovereignty and tried to water down MSG support, while Vanuatu, the Solomon Islands and the FLNKS in New Caledonia all made strong representations on West Papua’s behalf.

While Indonesia achieved the early victory over membership deferral, the West Papuans clearly had a win with the wording in the final MSG Communique. Here it states in section 21 of the document:

Leaders:

(i)  endorsed that the MSG fully supports the inalienable rights of the people of West Papua towards self-determination as provided for under the preamble of the MSG constitution;

(ii)  endorsed that the concerns of the MSG regarding the human rights violations and other forms of atrocities relating to the West Papuan people be raised with the Government of Indonesia bilaterally and as a Group;

(iii)  noted the application received from the WPNCL to be a member of the MSG and that the application will be reviewed after the submission of the Ministerial Mission’s report; and

(iv)  approved the Roadmap as recommended by the FMM which included:

a)  that the MSG send a Ministerial Mission at the FMM level to be led by Fiji’s Foreign Minister to Jakarta and then to West Papua in 2013 and accept the 
invitation of the Government of Indonesia;

b)  the Ministerial Mission to present its report to the Leaders at the earliest 
opportunity within the next six months;

c)  the WPNCL to be officially informed of the MSG Leaders’ decision regarding 
its application; and

d)  the Mission would be part of a process in determining WPNCL’s membership 
application.

Sensing the divisive nature of this issue, the MSG Secretariat was able to produce an outcome that is sensitive to all the key players involved and did well to strike a balanced position. It affirms the need for dialogue between MSG nations and Indonesia over the West Papuan issue. It offers Indonesia a window in coming months to improve conditions on the ground and prepare a good “dog and pony show” (as media sometimes refer to government public relations exercises) for MSG leaders when they visit.

At the same time, the West Papuans now have official recognition of sorts to keep building their diplomatic case. They are asking that media be allowed on the MSG visit to Jakarta and Jayapura and that delegates go with “open eyes”.

Indonesia’s most senior representative at the summit, Ambassador Wardana (Vice Minister for Foreign Affairs) made some compelling pleas to understand Indonesia’s position: that it was spending billions of rupiah on local government services; that it had localized important positions so that only ethnic Papuans could become Governor, and that President SBY has promised “Autonomy Plus” for Papua ahead of his visit there in August.

Yet for as long as killings, torture and imprisonment of Papuans by the Indonesian military continues and the entire province remains off-limits to all foreign media and NGOs including the Red Cross, Indonesia has a serious credibility problem. The advent of social media means that even banning foreign media has not stopped the daily reports and pictures of atrocities to be seen around the region. The fact that the MSG communiqué used undiplomatic words such as “atrocities” in the context of West Papua shows the level of concern they have.

The other victory for West Papuans at this summit revolves around unity and the legitimacy of the WPNCL to represent them. Despite efforts by some to question whether the WPNCL really represents the majority of Papuans, their delegates were able to furnish letters of support from more than 30 significant groups. Several prominent Papuan leaders who have publicly criticized the WPNCL in the past and were present at the summit praised the WPNCL. Jacob Rumbiak from a rival grouping said the WPNCL had done well to get their issue to this level.

Even Franz Albert Joku, a former independence advocate that has in the past decade supported Indonesia’s autonomy plan (and came with the Indonesian delegation), said external lobbying by WPNCL had improved conditions on the ground in West Papua because the Indonesian government now realised it had to do something to minimise the international campaign and win local hearts. Those pushing for autonomy inside recognize the strategic value of those on the outside pushing for independence to give them better leverage.

The MSG may well emerge as a key broker between Indonesia and Melanesia to help solve the West Papua question, raising the prestige of this key group now in its 25^th year. After a decade or two focused mainly on trade issues, it would appear the MSG has returned to its original political mandate – to build solidarity and integration between all Melanesian peoples and nations.

Launch of All Party Parliamentary Group for West Papua

Yesterday  in the Houses of Parliament, London, UK, the All Party Parliamentary Group for West Papua was officially formed and launched with Rt Hon Lord Harries of Pentregath Bishop of Oxford as Secretary of the Group and MP Andrew Smith as Co-Chair.

Other cross party MP’s and supporters were also present at the meeting including distinguished journalists.
Mass protests were carried out both inside and out of West Papua today in support of this meeting and the speech by the Prime Minister of Vanuatu at the UN.

The meeting

At the start of the meeting, Co-Chair Andrew Smith reiterated the commitment of the group to supporting West Papua as to this day the people of West Papua have still been denied their fundamental rights to self-determination by Indonesia and the international community ever since 1962.

Founder of the Free West Papua Campaign, Benny Wenda briefed the parliamentarians about current affairs in West Papua, regarding the increasing military presence and violence in the country and the fact that the region is still closed off from all foreign journalists and human rights groups.

It was happily reported of the incredible progresses made in regards to support for West Papua by members of the Regional Body, the Melanesian Spearhead Group and the recent speech in support of West Papua at the United Nations by the Prime Minister of the Republic of Vanuatu.

It was agreed at the meeting to continue to pressure the British Government to raise human rights concerns and push for genuine self-determination for the people for West Papua at a UK and UN level and to continue to increase the number of MPs in the all-party group.

The issue of the Grasberg Mine was also raised at the meeting and it was discussed how to push for UK Members of Parliament to pressurise Freeport McMoran Mining Co as it is actively funding and encouraging the illegal occupation and genocide in Wets Papua.

Also, the Parliamentarians discussed how a future British Parliamentary delegation can be sent to West Papua to raise human rights concerns with the Indonesian government and to see first-hand, the atrocities being committed against the people of West Papua by the Indonesian authorities.

We are very happy to report the launching of this group which is ever increasing in British Parliamentary members from all political parties and will continue to meet regularly to discuss how further support for the people for West Papua can be managed.
 
It is with such meetings that this group and the International Parliamentarians for West Papua as a whole will continue to help to raise support for achieving self-determination for the West Papuan people.
Such high profile political support is only growing for West Papua and will continue to spread throughout the world until West Papua is free.

Kevin Rudd’s ironic plan to banish asylum-seekers to PNG is a cruel deceit on its moral obligation as a signatory to the United Nations Refugee Convention. In 2011 the Australian government was quick to act on live export of cattle to Indonesia but the Australian public have witnessed that its government is now sponsoring the live export of human beings to PNG.

I grew up as a refugee in a small shelter in Wewak, north coast of PNG, where it was ‘survival of the fittest’ to live in a country with high unemployment while being harassed and intimidated by Indonesia’s Intelligence operations. Despite most New Guineans’ support for their West Papuan relatives’ struggle across the border, the PNG government is easily bought off to turn a blind eye to these incursions and the human rights abuses across the border, just as they are being bought off by Australia to ignore their own obligations to the Refugee Convention and to human dignity.

For example, in November, 2011, my father Pastor Abraham Kareni and uncle Judith Kambuaya, fled from the violence after the Third Papuan Peoples Congress in West Papua and upon their arrival in Wewak, they were arrested by the local authorities who were tipped-off by opportunists from Indonesian intelligence for ‘tax evasion’ and spent few months in a prison with local criminals.

Earlier in 2011, PNG security forces attacked refugee villages, burning houses to the ground and destroying their gardens. Threats were made to forcefully return refugees to Indonesia, despite many of them being registered with the UNHCR. Thankfully the operation was stymied by members of PNG’s security personnel, who refused to betray their wantoks by working for “Jakarta’s interests”

Lets not forget that at least 12,000 West Papuan refugees who have settled in PNG since the 1980′s are still being treated as a second-class citizen and border-crossers. Most Papuan refugees have not been recognised by PNG authorities as permanent residents or citizens but instead some have been given ‘permissive resident’ status, even though they are born in PNG. Furthermore, many Papuan refugees in Port Moresby live in limbo with resettlement issues even today.

Though refugees coming from Australia being placed in extended detention on Manus Island is a shocking new development, the precedent of this detention centre goes back to 1969 when Australian colonial authorities detained two West Papuan leaders, Clement Ronawery and Willem Zonggonau. At the time they were about to board a plane in Port Moresby to New York and alert the world about the outcome of the sham ‘referendum’ that took place in 1969 in West Papua. Instead they were arrested and detained on Manus Island, preventing their story from reaching the outside world.

Forty-four years later, what goes around has come around with PNG’s Manus Island detention centre being expanded to detain even more people attempting to escape from brutal regimes and bring their stories to the outside world. Meanwhile in August, the journey of Clement Ronawery and Willem Zonggonau, will be made in reverse, with a group from Australia travelling via PNG to West Papua in order to finally expose the illegality of the Indonesian occupation to the world.

The truth is kept secret from the people. As stated by the great Bob Marley, ‘you can fool the people sometimes, but you can not fool all the people all the time.’ Despite Australia’s politicians continuing to deceive Australians about the threat of ‘illegal boat people’ and joust to outdo each other in the cruel treatment of refugees, thousands are coming out on the streets to protest, challenging this new policies legality as well as humanity. In PNG the challenge is mounting against the governments complicity with Indonesian and Australian colonial powers. The Freedom Flotilla to West Papua arriving in PNG in August will mobilise the massive grassroots support for human rights across the border. And the peak regional body the Melanesian Spearhead Group is moving towards recognition of West Papua as a member state, placing the demand on PM O’Neill to finally act on the will of his people. Both Australians and Papuans are rising up for the rights of all nations for self-determination, and the rights of all people to live free from persecution.

Melanesia Face to Face – a forum on the big issues facing Melanesia

The Pacific Institute of Public Policy is partnering with Masalai Communications  to host a public panel discussion forum on the big issues facing Melanesia at the National Research Institute (NRI) on Tuesday 18 October 2011.

It is nearly thirty years since Melanesian countries came together as a sub-regional political and economic alliance. Papua New Guinea, New Caledonia, Solomon Islands, Vanuatu and Fiji constitute over three quarters of the population, land area and economy of the broader Pacific group of nations. In recent times the alliance has deepened and economic growth has increased.Once we had to reach out to the world. Now the world is coming to us. Are we ready to take advantage of this newfound position on the global stage? Are we doing enough to harness the potential of our population, resources and geography? We share common challenges – providing our people with better access to jobs, housing, health and education. With rapidly growing, young urban populations how can we best meet the aspirations of our people?

A panel of distinguished leaders – including new Melanesian Spearhead Group Director General Peter Forau; Hon. Dame Carol Kidu DBE MP; Vanuatu’s Reserve Bank Governor Odo Tevi; Port Moresby Governor Hon. Powes Parkop; and Political Science & International Relations Graduate Solomon Kantha – will be on hand for a lively discussion on these questions and the search for a shared vision for the region.
The event is open to the public and the audience will be actively engaged in the discussion with the aim of canvassing a wide range of views and ideas.
